OfficerNote.ca is a Canadian service that obtains the records Immigration, Refugees and Citizenship Canada (IRCC) and the Canada Border Services Agency (CBSA) hold about your application, and delivers them to you as a PDF. Every request placed through this site is filed under the Access to Information Act or the Privacy Act by a licensed Regulated Canadian Immigration Consultant who is named on your consent form, so that IRCC releases the records to a representative it recognises. This page tells you who that is, how to verify the licence yourself, how the service works, and what it is not.

Why a licensed consultant matters for an access request: the Access to Information Act allows a person outside Canada without Canadian status to obtain IRCC records only through a representative who is a Canadian citizen or permanent resident, acting with the applicant's written consent.[2] IRCC releases the records to the representative named on the consent form. When you order through OfficerNote.ca, that representative is a regulated professional whose identity, licence and conduct record are public, rather than an anonymous intermediary.
What the service does
- Prepares the request. The description sent to IRCC's Access to Information and Privacy Division is written to return the complete record for your application, including all GCMS notes, assessments, correspondence and, for a complete-file order, documents.
- Prepares your consent. You receive IRCC's consent form (IMM 5744) pre-filled with the representative's details; you sign it and upload a scan in your dashboard. See the consent form explained.
- Files with IRCC or CBSA. The request is submitted the same business day a complete consent is received, and the statutory clock starts from that day.[3]
- Follows up. Extension notices, clarification requests and late files are handled with the ATIP Division on your behalf; each step is dated in your dashboard.
- Delivers the release. The records arrive as a PDF in your secure dashboard, with an email notification. Nothing is mailed to your address.
Prices are USD 19 for IRCC GCMS notes, USD 25 for CBSA records and USD 35 for the complete IRCC file; what each includes is set out on how much GCMS notes cost.

If, after reading your notes, you want advice on re-applying, responding to a procedural fairness letter or seeking judicial review, that is a separate professional engagement. You can request a consultation with the consultant directly, or take the file to any licensed consultant or lawyer of your choice; the release is yours.
How your information is handled
- Your application details and signed consent are used only to prepare and file the access request with IRCC or CBSA and to deliver the release to you.
- The consent form authorises release of your records to the named representative for the purpose of the request; it does not appoint a representative on your immigration application.
- Records are delivered through your password-protected dashboard over an encrypted connection, not by email attachment.
- Payment is processed by a third-party card processor; card numbers are not stored by OfficerNote.ca.
- The full policy, including retention and your rights, is in the privacy policy. Licensed consultants are also bound by the CICC Code of Professional Conduct, which includes confidentiality obligations.[4]
